Colonel Dave Parramore is the Chief Technology Officer for a $10 Billion healthcare business which cares for more than 3.95 million beneficiaries -- active-duty members of all services, retirees and their family members. Future technology leader for eight Army medical centers, 27 medical department activities and numerous clinics in the United States, Europe, Korea and Japan. Principal health IM/IT advisor to the Army Surgeon General on systems used by the Department of Defense and other government agencies supporting beneficiary needs throughout the world.
In addition, he serves as the Health Services Systems Manager (70D) Consultant to the Army Surgeon General. Prior to this assignment, Col. Parramore served as the Chief Information Officer/G6 for the Europe Regional Medical Command where he serves as the senior health IT executive and principal healthcare information technology advisor for Army Medicine in Europe. Col. Parramore also served as the Chief Information Officer for the 44th Medical Command in Operation Iraqi Freedom until September of 2005. He championed the initial delivery of AHLTA Theater to deployed forces in Iraq. Prior to this assignment, Col. Parramore served the Army Medical Department with a distinguished career as an Army aviator.
He was the co-author of the Information Systems subcommittee report for the President’s Commission on Care for America’s Returning Wounded Warriors in 2007. The President’s Commission’s recommendations focus on a patient-centered system comprised of high-quality care, increased access to care, and improved efficiency. The Information systems recommendations have triggered landmark efforts between the DoD and VA to integrate processes and supporting data sharing initiatives.
Col. Parramore holds a Master’s of Science in Information Science from SILS at the University of North Carolina at Chapel Hill, and a Master’s of Science in International Relations from Troy State University, Alabama. He is also a Certified Federal CIO, and a Certified Information Security Manager.
His awards include the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal (4OLC), the Joint Service Commendation Medal, the Army Commendation Medal (2 OLC), and the Army Achievement Medal. He is a senior rated rotary and fixed wing aviator, and possesses the Expert Field Medical Badge, the Basic Airborne Badge, and the Air Assault Badge. He was awarded the AMSUS Outstanding Information Management Executive for 2008, and received the Order of Military Medical Merit in 2009.
Col. Parramore is also an experienced international endurance athlete, whose event participation includes the Ironman Hawaii Triathlon World Championship, Ironcross IV and V (America’s longest cyclocross race), and epic cycling sportives in Europe – La Marmotte, Tour of Flanders, and Paris-Roubaix Challenge.
